Constitution

PREAMBLE:
The basic authority for this athletic region comes from the association with the national junior college athletic association. As such, this constitution is dervice from the governing document of the parent organization.


ARTICLE I - NAME
Section A
The name of this non-profit organization shall be Region XIX, NJCAA.


ARTICLE II - PURPOSE
Section A
The purpose of this organization shall be to promote and foster two-year college athletics on a Regional basis consistent with the educational programs of its members.


ARTICLE III - MEMBERSHIP

Section A
ELIGIBILITY FOR MEMBERSHIP
1) Colleges that fall within the nationally developed geographic boundaries of Region XIX are eligible for membership.
2) These colleges and comparable institutions must have received or be candidates for State and/or Regional accreditation.
3) These colleges must receive the approval of the NJCAA.

Section B
CONDITIONS OF MEMBERSHIP
The members of this organization agree to:
1) Supervise and control athletics in accordance with the NJCAA Constitution and By-Laws.
2) Establish and maintain high standards of ethics and fair play.
3) Pay annual membership dues before the deadline as set by the Legislative Assemblies. These dues may include a sports membership fee and any other self-assessments.


ARTICLE IV - OFFICES

Section A
The elected offices of each division of Region XIX, NJCAA shall be the Regional Director and Secretary.

Section B
Vacancies among elected offices of this Region shall be filled by election by the respective Legislative Assembly.

Section C
Election for offices of this Region shall take place at the winter meeting of odd numbered years as set forth in the By-Laws of the NJCAA. Candidates must meet the requirements as set forth in Article X, Section D of the NJCAA Constitution.

Section D
The elected officers of this Region will perform their duties as outlined in the By-Laws.


ARTICLE V - MEETINGS

Section A
The duly appointed representatives of member colleges shall comprise the Legislative Assembly of each division of Region XIX, NJCAA.

Section B
The Legislative Assemblies shall have the authority to elect and employ an assistant director for eligibility and other employees as deemed necessary.

Section C
The Legislative Assemblies may adopt a seal and By-Laws and change the same at any regularly scheduled meeting.

Section D
Each division of this Region shall hold three (3) meetings annually. The Region Director shall designate the time and place of each meeting at the previous site.

Section E
A Regional Director or a majority of these representatives may call Special meetings of a Legislative Assembly at any time to consider emergency situations.


ARTICLE VI - VOTING

Section A
Each member college shall be entitled to one (1) vote at each division's meeting.

Section B
Voting by mail, telegraph or telephone shall be permissible on any issue between regularly scheduled meetings.

Section C
During combined meetings of the Legislative Assemblies, each member institution shall be entitled to one (1) vote per division membership.

Section D
Votes on scheduling principles shall be by competitive divisions only.


ARTICLE VII - FINANCES

Section A
Revenues for each division of Region XIX will be maintained by each Regional Director.

Section B
Each Regional Director will issue a Treasurer's Report at every regularly scheduled Region meeting.


ARTICLE VIII - AMENDMENTS
Section A
This constitution may be amended at any regularly scheduled meeting of the Region by a two-thirds (2/3) affirmative vote of each legislative Assembly. The Regional Director must have circulated the proposed amendment to the Constitution to the member colleges at least three (3) weeks prior to the meeting.
